Sorry, I think I forgot to post an update from the morning. Basically the blower stopped working, even when it was just the "fan on" mode (no furnace or compressor).
I have done a small bit of circuits/electrical work in my day job, so I always try to watch when repair people are working on it. We opened up the panel with the blower and the controller and immediately got the plastic smell. He tried to test the blower by manually sending a testing the three modes (compressor, furnace, and just fan). While the compressor and furnace started, the blower never went. He also showed me burn damage on the board, where it looks like a resistor was melting. So unfortunately, it's both items (blower and board).
