If you shut off the water to the tank and make sure all the faucets are closed you can remove the drain valve and replace it with a hose fitting with out loosing more than a gallon or less of water.  This is done all the time when replacing heating elements in electric hot water tanks.  Open the hot water faucets to let air into the system when you are ready to drain the tank.   No air or pressure and there is no drainage.
