1) Is it single-pane glass sweating, or double-pane?
2) One thought is A/C condensate pan holding water and heat turned on (=) will evaporate the water (and hot air holds more moisture), so you get a quick increase in room humidity;
and/ or (depending upon dewpoint, a COMBINATION of temp/ humidity...) cold/ cooler glass simply sweating (say she took a shower earlier and no exhaust fan, (or not properly installed, or not turned ON?)
3) No vapor barrier used in "garage renovation"?
4) No vapor barrier between unheated garage and apt floor?
