What I would do is use a ratcheting tie down around the chair back upright and the armrest front upright after applying Elmers woodworking glue all over the screw and back of the upper armrest. Slip the screw back into the hole from whence it came and ratchet the tie down until it has applied a firm pressure from the arm rest to the chair back. Leave it for a day hope for the best. Don't over tighten the ratchets, you just want some firm pressure. Just enough to squeeze some glue out and close the joints.
I don't think its quite as bad as you might think it is. It just pulled the screw out. You might scrape some of the paint away from the areas that are to receive glue. If it works its a pretty easy fix. Be sure to wipe away any glue that bleeds out with a damp rag before it sets.
There is probably a wood plug in the back side of the upright that hides the screw head. Replacing it along with the screw would be more complicated. I'd try easy first.

My front porch rocker somehow got broken after the painters came :/. All the spokes and arm rest have been torn out and the rocker is certainly not safe to sit on. I am really not sure how to go about fixing this without taking the whole thing apart.
For the arm rest I figured I could put a small bracing piece of wood on the top and bottom.
The remaining spokes and seat I am at a loss as to how to fix them. It may not be very obvious from the picture but where the screws were attached the spokes have completely split the wood.
Is there any easy way to fix this?
