I wouldn't use wood - in time it'll warp. I tried cement board with limited success. You can also get plastic shims to use around the toilet - something I've tried with more success.

I am putting a new toilet in the master bath and I have discovered that even
with no wax seal, the toilet will not go flat to the floor.
It sets about 1/4 inch high in the back.
I am not crazy about removing the black cast iron flange. Can I install a
spacer between the toilet and the floor? I can cut a piece of wood to
exactly match the footprint of the toilet and glue it down before I install
the toilet. But is wood the answer? Is there something better than wood?
