It almost has to be leaking either under the gasket which is not sealing or from under the seat. If you removed the seat, did you seal it when you put it back in. Is the seat smooth and free of pits? They sell seat hones for refacing the seats, and replacement seats are also available unless the faucets are very old.
It's just not shutting off. The water us coming out of the spout like it should if the water was turned on.
