I think I would try using more WE-40, which removes almost anything sooner or later. If it still has a smear, Windex, alcohol, dishwashing liquid on a Scotchbrite, a Brillo pad, etc., should take it off. With plastic windshields like on airplanes and motorcycles, you have to be very careful with cleaners, but this is a glass windshield on a car. As long as you're not rubbing where it has embedded wires or antennas, it would be very difficult to harm it. So try whatever seems reasonable.
