That's correct, Steve.  It must be attached at top and bottom.  It would form what is called a sight glass.

I would think if you attached the tube at the bottom of the side of the shop vac's tank and then led it up the side of the vac's tank and reattached it at the top of side of the vac's tank, the pressures in the tube would equalize. It should nicely show the water level in the shop vac. Be sure to seal both attachment points and the hose attachment points or you will loose vacuum. Bulkhead hose fittings are what you would need for getting a tube attached to the side of the vac.
This is a good example of one, they aren't that easy to find. You might look at aquarium shops near you.

reason that manufacturers don't have this on wet/dry vacs although it sure would be handy.  I searched on the web and

didn't see anything specific to doing this.
