[DIY] Walkway

It is finally thawing out here in Alaska.  In another month, the snow should be cleared out.  Last year I had to tear out a wooden walkway because it was rotted out.  I was thinking of getting old cinder blocks that are broken and using them like stone for a walkway.  I would then make up small batches of concrete to use as a mortar so I can shovel on a somewhat level walkway.  My friend thinks it will buckle in the winters because of freezing.  Is there a way to do this so it would be fairly solid and not buckle over the years?   Does anyone have suggestions?

Thanks,

GB
