The valve should only be opened temporarily to bleed the air out the radiator. Once water starts to spurt out of the valve it should be closed. This should only be needed once or twice per heating season.
However, the above assumes that your system is a hot water system. If you are only getting heat out of that radiator when the valve is left partially open, it may be that you're actually dealing with a steam system, common in older multi-family buildings.
The valve in a steam system should be a "quick-vent" automatically opening upon sensing the high temperature of the steam, letting air out of the radiator and steam into the radiator.
