Tried a few times to get a photo to attach to follow-up messages (and the original) but it wasn't working for some reason. I uploaded the photo to Twitter and here's the link:

You can see that it's a wall water line in the cutout for the fridge. I believe it's a quarter-turn valve that's simply in the off position but like I said, we've had amazingly bad luck with plumbing recently so I'm hesitant to turn it without a sanity check.
