I would agree about the water switch - usually it's under the sink. It would be either a small brass T off the cold water line or a regular angle stop. But he should have tested it. Now if there is a leak, you'll have to call him back and get him to fix it.
It might just be better to call him and say that it doesn't work and have him come out to turn it on. Free of charge, of course. That way, if there is a leak, he's right there to fix it.

Subject: [DIY] Simple Fridge Water Line Question
We just got a new fridge installed after using the same 2001 model for the past 16 years. I realized that even though I saw the installer connect the water line, he didn't test it. So I want to test it and nothing's coming out. No ice has generated either.
I think it might be as simple as the water line switch, as it's currently perpendicular to the flow. See photo. However, it seemed a little stubborn to turn so I let it be for now. We've had awful luck with plumbing recently and I wanted to sanity check with the DIY crew before I turned it. :)
So, just turn it so it's in line with the flow?
