Hi David;
I generally agree, though for the floor, might as well use
R19 since the joists are bound to be that deep. 3½" fiber-
-glass in the 2x4 walls. No reason to spend all that extra
money on spray foam in such a mild climate.

A vapor barrier is not only not neeeded, it would
be a terrible mistake, because moist air leaks into
the walls were it condenses out its moisture. Then,
since a poly vapor barrier will not allow moisture
to pass, the mositure is trapped inside the walls,
which promotes mold growth.

The paper facing on fiberglass bats is just a modest
vapor retarder, rather than a vapor barrier (do not use
the foil backed fiberglass) so kraft paper facing is fine.
