Yes, but no. Laying the membrane over old roof compromises its in integrity, and may result in leaks.

I went to HD and Lowes and talked to the guys there. It seems like I need to take the whole roof covering off down to the wood. Then put the rubberized coating down. I was hoping to put something over the present roof. Is there a way?
