But in case the problem is not in the rewind mech, you might want to check under the deck to make sure that there is not a clump of grass or something stuck underneath

It may need a tune-up. But, the rope problem is caused by a metal guide tab
in the mechanism getting bent. It needs to be dis-assemblrd, and adjusted.
Some grease stick (auto store) ruibbed on the moving parts will, also, help.
