No, they can't live without water. Their skin will dry out and they'll dehydrate. However, in dry seasons around a swamp, they'll burrow down into the mud and actually stay there til rain gets everything filled with water again. They hibernate the same way over the winter. But your neighbor likely doesn't have the type of soil where a frog could do that.
Why wouldn't fish ponds be allowed in Hoboken?

Ok. Sounds like I got an backyard bullfrog. Damn thing is loud. No way can I get used to that. The sound reverberates from the surrounding brick buildings. I just looked at the guy's pond. It's about 5" X4". With a couple big gold fish swimming around. Either the guy's keeping a bullfrog or the thing is hiding in the surrounding vegatation and making night raids into the water. I don't think bull frogs can live without water & I doubt there are other large enough pools in the other backyards. I'm fairly certain having an outside fish pond is not allowed in Hoboken. So I plan to talk to the guy and then get the city involved if need be. In the meantime I'll try drowning the sound out.I'm not big on AC (which I used last summer). May try the ear cotton thing or turn up the fan on high to drown it out. Thanks.
