How about using an electric blanket? Assuming the heat is mostly needed at night when you sleep. I don't know how cold it gets during the day. But it would be inexpensive to run and would keep you warm.

there is an initial investment but you can get a window mount pellet stove
About the most efficient electric heater is a ceramic heater. However, NO electric heater is going to run "cheap". A 1500 wat heater will cost (in So Cal) about $100 per month.
