First, where is the angle stop leaking from?  If it's the bushing nut (the nut around the stem to the handle), open the valve at least half way and tighten the bushing nut.  Changing the valve would be good if it's an old one.  A lot of times the person opening up valves would open it up all the way and tighten it open.  This would damage the bushing so when you do close the valve to make a repair or to change the faucet, it would leak.  If this is what you are talking about, buy new ones.  The new quarter turn valves don't have that problem and even if the other one doesn't leak, you should replace both.  They aren't that expensive and you know you have a working angle stop.

One site I found said to clean the washers/area for mineral
build-up or should I replace the whole shutoff valve?
