You need to have the gas (R20, I think - the replacement for Freon) added. Also you need to clean the outside unit's box. Sometimes dirt and mowed grass and leaves clog it up. Also check your filter.

If the air conditioner is not keeping up and the outdoor unit is running what does it mean that the copper tubing running to the furnace is iced up?
