If I could not seat the toilet all the way down to the floor I might consider Marine grade polyethelene (sp?) or polymer.. I have a sample of this and it lasts forever in seawater I am told and is really tough and seemingly will last longer than post nuclear event cockroaches... It is pricey thou...running about $15-20 a square foot but worth every dime....comes in various thicknesses and you can probably 'find a cut-off of a couple or 1.5 square ft to cut in the shape of the toilet footprint.
