For the mildew stains on the outer shell...try not to laugh....toilet bowl cleaner containing bleach. the Lysol bowl cleaner is pretty inexpensive and I'm finding it cleans almost anything. (You won't believe how well it does soap scum removal.) But mind the fumes.
For the roughness, get some very fine wet/dry sand paper or emory cloth. Sand down just enough to take off some of the roughness.
Yes, Krylon for plastic is the very best. Make sure the plastic is very clean and totally dry before you paint.
