My rule of thumb for buying a particular tool has been that if, it would cost me no more than twice what it would have cost to hire the job done, and if there was any chance I might need it again or could turn a dollar using it on a job, I bought it.  Consequently I am over tooled but every tool I own has been used and in the long run has paid for itself if in nothing else self satisfaction and the knowledge that I can walk out into my shop and do what I want, when I want, and how I want.  I have been collecting tools for over 60 years since I was a teenager and still use tools that are older than I am which my late stepfather had used for years.  In fact I have the scoop shovel his father gave him when he was a teenager and it is still in perfect condition though worn a bit thin from all the grain it has moved.
