Technically, yes. The old fashioned humidifiers attached to a forced air furnace is an evaporative cooler. It has a pad soaked in water in the air flow. However, typical evaporative cooler is installed to bring in outside air soaked in moisture and used to exhaust the existing inside air making it impractical to use in the winter when you are trying to heat a room.
