The base plate should tilt in relation to the blade.

I have a black and Decker circular saw 10 amp that I bought around 1985. Lately it has been binding and cutting cooked. I bought a new blade and it cuts a little easier but it still binds and cuts crooked. I put a square on the base plate in relation to the saw blade and it is about an 1/8th" difference at the bottom of the blade. Is there an adjustment so I can make the blade be at exactly 90 degrees?
