I say 3 in 15 yrs. is very good life. The red light you see indicates it's sensing motion. May need a new bulb holder. With the power turned off, try gently lifting the center metal plate slightly to make better contact with the bulb.
We have been having a problem with our motion light too. This one has a switch. 3rd one in about 15 years that has gone dead

Two flood lights on a single base, up high in front, that come on at the slightest movement. They are wired in - no on/off switch, the electrician just showed me the outlet that has the power line. This morning I let the dogs out at 4am, no lights. I went out on the step, no lights. Went further out and walked back and forth in several areas which should have set them off. I can see a tiny red light up there — between the two bulbs - but the regular lights won't come on. Just put new bulbs in a few weeks ago. Checked the outlet and it's working fine. They are so sensitive it's been a bit of an irritation, but it's dark, dark, dark out there without them. I definitely want them back :)
