You've been there, done that then. I had been told the paper would bubble so we first tested it on the coving in the kitchen, a dark patterned burgundy. Used kilz oil-base primer, let it set a few months and saw no problems so painted it with the ceiling white. We need to do the same in the master bedroom, where there is paper on the first level of coving. It's pretty, just doesn't match our decor. This entire house was professionally decorated, custom made draperies etc, but all in very feminine colors.
We used the same process over the paper in the front bath. I think DH just felt it was cheating so decided to do the master bath with a steamer. As you say, the sheetrock came loose but nothing loosened the paper. He patched yesterday and is sanding sheetrock as we speak, LOL. We have a large kitchen, all papered, still in excellent condition but dated and not the color I'd choose. Definitely will use the odorless Kilz to prime it then paint. No chance this paper will ever bubble! Next comes the fun of removing rose colored tile from behind the stove. It will actually be fun retiling that area. I've got some of my best advice from a painting contractor I met while standing in line in Sherwin-Williams one day.
