I would try the epoxy made for sticking rear view mirrors. Seems to last well.

that eventually lost its stickiness because of the heat. They bought
some velcro that was claimed to be "industrial strength" but the
glue failed quickly. (The hooks & loops were fine but the part that
stuck to the windshield didn't stick long.)

Where can they get velcro with glue that will stand up to windshield
conditions? Is there a glue that will re-stick the fallen part more
reliably? Or is there another way to stick it to the windshield
(but still be removable)?
