Call Behr. I'm guessing Acetone. The fumes are BAD to breath.
Outdoors, usually less issue, but you are taking quantity!
This is very flammable and evaporates fast! Get gloves made
for this. Check w Behr.

Depends. SOME pro painters have a gadget to measure moisture
content in walls. I'd say a week, MINimum, if you have hot sun and
a very low local humidity.

Small claims court?
Get their contractor's license? Report them to the state board.
Point of law. THEY get ONE chance to repair the damage before you
can generally take them to task in court. Send confirming letters and
keep copies, send certified or such, as a follow-up of ANY phone
call you have with them. Carefully note times as well as names &
dates of the calls... voice tonality. Just don't send them ALL of this.
Save something up your sleeve for A) court, B) the co manager.
Pressure wash? I prefer a belt sander. Big ones for floors
may be over kill. Your $ but your time too. If you wet this,
do not stain for a while. I like their semi-transparent stuff.
I would be hesitant to use it over wood that has been so
mistreated thusly. Application of this is a but of a pain.
A second or overlapping coat can remove the semi-trans.
Roll on fast, then smooth with a brush. 2 workers, or do
2-4 boards at a time and don't get slop onto adjacent
boards till you are ready to do them. I like a month after
pressure washing except in AZ or such.
