I think these are heat indexes. You can see high and low pressure systems move through. Rain is usually on the trailing side of a low pressure.
Click on Fronts to see where the high and low pressure lines are. By clicking on Watch/Warn you see where there are weather warnings in place.
There are wind readings too but I don't get what they mean.

I watch my wild birds and animals to gauge how bad to expect the weather... seems all wild and exotic birds were at ease and celebrating the rain, all dogs were calm.

Not sure about for the desktop but I use the following extension for Mozilla Firefox.

You can customize the zip code, weather icons, number of days displayed as well as the weather features listed (temp, winds, UV Index, Precipitation amongst others....heck even moon phases). I like the mini pop up radar.

Accuweather.com feeds the information to that extension. 

When I look up weather through a site, I like the layout of weather.com .  When I'm looking up hurricane stuff, I go to wunderground.com .

new pump will not stop penetration thru walls or under doors or around windows! if you doubt the performance of the pump, replace it, but you still need to keep the water out so the pump won't be needed except for emergencies.

There has been warning of water from all the melted snow and rain, and it did indeed penetrate just as it usually would. I had been hoping our new downspout work had alleviated our problem. Clearly not the case, though one Area of overdue grading was improved. So my question is what should be our next step. We have a very old dirty sump that seems to work but does have to be kicked on occasion. 2 plumbers did not consider it needed replacing, nor did the basement dry specialist. Im wondering if newer sump or backup would limit water penetration.

This is a nationwide Doppler Radar image of the country. It shows where its raining and where its most intense.
