Mansfield has come up with a very cleaver answer to the reduced flush volume while maintaining the option of still using a full sized tank. It is all in the flapper. See attached Photo. The flapper comes with several water inlet inserts that control the time of the flush with the smaller the hole the longer the flush and hence the more water used. By holding the handle down you can still get a full volume flush when needed.
The insert goes into the bottom hole shown in the right hand view. when the flapper is shut the water drains out through the hole, and when lifted to flush the air escapes through the upper outlet until the flapper fills and shuts under its own weight.
