If you use a knife sharpening stone and keep it aligned with the (original) surface you should be able to restore the cutting edge.
I made a jig that holds both the blade and the stone. The stone holder is adjustable for angle, I have been able to sharpen all types of scissors and other cutting tools. Made this jig over 40 years ago and it has served me well.
