When we moved wife insisted that the basement floor be painted with an Eco friendly paint. After a very though cleaning, I did as I was told. The Eco friendly paint lasted two years and then started peeling in small areas. Acid etching did not help.
I scraped all the Eco friendly paint off -all 1600 square feet- using a single edge razor blade. After three weeks the floor was bare concrete. I will trade homes if I have to do this again!
The floor was acid etched, again, and wearing a respirator, I washed the floor using lacquer thinner. I applied two coats of an epoxy floor paint wearing the respirator. Happy to say that after ten years the floor looks like new.
So I cannot agree that "There is NOTHING that is liquid applied that is going to adhere without peeling." is a valid statement.
It is the preparation and quality of the material that makes the difference.

There is NOTHING that is liquid applied that is going to adhere without peeling. You will curse yourself for trying to paint the floor in the future as you try to scrapeit all up when you realize your mistake. The only thing I have found that works is some plastic, rubber or carpet square tilesthat may or may not have adhesive on the back or might have some interlocking tabs.( imitation wood squares could work as could some of the ArmStrong decorative adhesivetiles )I pay close attention to craigslist and have acquired a couple hundred used rubber backedcarpet squares and I love them. If I spill a can of paint or ink on a few I take em up andthrow em away and replace.
