I have no actual experience w/ retaining walls, but definitely need more than 1 row (layer) of bricks to hold back soil. Are these bricks the type with holes in them? If so, I would drive rebar through the holes down at least 3 feet into the ground. The more the better. Fill the holes, esp the ones with the rebar, with concrete.
Run the bricks long side into the wall, not as if on the face of a wall. Again, I am only saying maybe, not speaking from experience.
