Do you think the oil base primer covers better in terms of little flaws such as tiny chips or scratches than the water base primer? I mean, is it thicker?

We've always used SW latex interior paint over the oil-base kilz primer. Never a problem. It cleans up with soap and water. I've also used a cheap, interior latex ceiling paint over the kilz when I had water stains in the shop, plus the painting contractor who did the repairs here a couple of years ago used the oil-base Kilz to cover the water stains, once the roof was repaired, and an acrylic ceiling paint to paint the ceilings in the entire house.
