That roller mechanism that envelopes the tube should be seated about in the middle of the tube itself.  This tube is clamped onto the cup mechanism on one end of the tank and the other end of the tube is clamped onto the overfill pvc tube that sits about in the middle of the tank.  


The roller mechanism essentially adjusts the speed at which the water runs through the tube by pushing the roller either one way or the other.  When rolled one way, the roller sort of climbs the rectangular part and basically compresses the tube and thereby slowing down the water flow.  Rolled in the other direction it climbs down the rectangular part which opens up the tube more and allowing water to flow more freely. 

So, yes, so long as the tube is connected to both pieces, the blue roller thing in the middle of the tube basically just sits there forever allowing you to adjust it as you wish in the future.

Please someone jump in if this is inaccurate or if I'm explaining it poorly.
