Cindi, I'm not sure what you've heard about oil-base paints/primer -- maybe it was from years ago? An oil-base primer such as Kilz will ensure very good coverage. It's what we were advised to use by the contractors whenever we've done any work. The down side is it must be cleaned with a solvent but the plus side is you get very good results with it. We always paint with water base latex interior paint - over the oil-base kilz primer.
