Yes, 12 inches would be fine then, where we used to live in Maryland we had
to go down 42 inches, for that size wall I would just pour it about 6 inches
thick, when you stack two 4 inch concrete block, they will be about 16
inches tall, with 6 inches below grade, that gives you a 10 inch high wall,
if you face and top with brick it will come out at about 12 and 1/2 inches
high.
