there are two methods of appling "popcorn" ceilings one is where the paint is mixed in the beads then sprayed the other is to just spray it on  without paint mixed in which yellows over time.the former way can easly painted over the later requires a large nap roller loaded with paint hit it good the first time fast and get off it or you popcorn will come off the ceiling .once you have a coat of  dry paint you can repeat the process to get the desired look when in doubt use the later approch. You could also spray the paint and avoid and popcorn coming off however I have not had the luxury of spraying in the remolding jobs I did as cleaning out a room masking and drop clothes were out of the question in homes with persons living in them.as for empty rentals it may be best to spray.hope this helps jeff

Let's say I don't want to remove the popcorn. Can it simply be painted over, even though, as you say, it will take a lot more paint?

Yes, it's messy since you're working over your head and it uses a LOT of paint, but not a big job otherwise; and no, you can't dust it with having some of it fall down.  Nature of the beast.  Once you paint it, however, you don't have that problem anymore.  It can be removed, another messy job but not that hard.    Cover everything up, spray it liberally and start scraping.

Now that you mention ceilings, part of the problem is that this old apt. has popcorn ceiling texture. And it's not so much the looks that I"m worried about, but the dust the "popcorn" collects. Is it a big, messy job to paint over the popcorn? Can I dust the popcorn without having the ceiling literally fall down on me?
