How about the fact that when installing handicapped stalls they make the regular ones so cramped that they can be painful to use, especially when you wack your head on that 2 foot by 3 foot paper dispenser that sticks out 10 inches from the wall! I have come to the conclusion that I will use the handicap stalls instead, especially since they were so nice in most of them to include a sink and actual paper towels as opposed to those air dryer thingys.

re: Minimum codes, ever note how the commercial handicap stall has these new dispensers with big rolls, or double rolls, with COVERS...CODE says "min 18 above floor", which puts the bottom of the dispenser even with the toilet seat, and you have to STAND ON YOUR HEAD to find the end of the tissue?  TRY THAT WITH A BACKACHE OR OTHER DISABILITY.

SOLUTION: Mount the bottom of dispenser 7-8" Above the handrail
