re: Minimum codes, ever note how the commercial handicap stall has these new dispensers with big rolls, or double rolls, with COVERS...CODE says "min 18 above floor", which puts the bottom of the dispenser even with the toilet seat, and you have to STAND ON YOUR HEAD to find the end of the tissue?  TRY THAT WITH A BACKACHE OR OTHER DISABILITY.

SOLUTION: Mount the bottom of dispenser 7-8" Above the handrail
