Hi Brandi,
Does your shower valve have a screw-driver-stop on each side of the valve in the wall? If the valve has these stops, you can shut the water off at the valve without having to shut the whole house down. You should be able to remove the handle and slide the escutcheon plate (round plate) over and off the valve. You should be able to see in the wall and check to the left and right of the valve to see if there are these slots to to shut off the water.

I have unscrewed it even took out the U clip. When I used my pliers to pull the valve the water comes back on. Is there a special tool I need and do I need to turn off the water to the house and also if I need to turn off the water to the house where would I do that at? Thanks If there is anything else you can advice me on I would appreciate it. The leak is making me insane and my water bill has gone up.
