I can put the 1/4 inch in the front or the back depending on which way I rock it. So I think the floor is pretty level.
Lowes put me in a set of toilet shims. I would be more confident if I put a whole board or chunk of plastic under the whole toilet. But then I would have to either undercut the "spacer" and chaulk up the gap or over cut the board and then face the wrath of the little woman. And if I undercut the board too much, I will miss the lip of the toilet.
Another respondent from this list said he used the shims so it looks like that will be the next shot. I wish I had asked Lowes if you bolt down the t bolts first and the shim toilet or if you place the shims and then tighten the bolts. There are 8 in the package and I hope that they will support the toilet enough to avoid breakage.

Float the whole floor with leveler.
May as well add electric wires for warming the floor and a
nice tile. About 200 watts, but it's set on a thermostat
& a timer so on-time (~1hr?) is just for pre-breakfast
and as you desire.
