That is a loaded question for sure, and everything depends on what you have for plumbing and how old it might be. Do you mean a point of use hot water heater or a tank-less? I would not even consider a kitchen in an upstairs area without at least a 1/2 bath and then you might as well put in a shower and have something that is usable.
Now that I know it's working my first question is about plumbing. 1000' living quarters upstairs, small kitchen - no dishwasher & no upstairs bathroom. Want to put in a dishwasher where there is no hookup and no plug. There is a disposal that is evidently hard wired. I want to put in a full-size dishwasher and instant hot. What kind of problems will we face connecting a dishwasher to the existing plumbing?
