Justin,
If this is an older house its not uncommon for scaling to build up in
the hot water line. I use to reverse flush my lines.
Thru off the hot water supply in the basement.
Open a hot water faucet in the basement
upstairs block off the faucet with a wash cloth wrapped over a block of
wood and hold it tight (blocking off the water exit into the sink)
Turn on the hot water faucet and then turn on the cold water faucet
by blocking the faucet off the cold water will flow in reverse down the
hot water pipe and empty into the basement sink where you left the hot
water faucet on. This reverse flow usually clears out quite a bit of
built up scaling on the inside of the hot water pipe.
After a few minutes turn off the cold water upstairs and remove your
block and go downstairs. Turn on the hot water and as it flows evenly
out the basement faucet turn it off and go back upstairs and check the
flow of hot water now - it should be better.
