My e-mails are coming in out of order so not sure what your last one was. You'd just have to evaluate the state of the walls once you get the outer layer of paper off to know if new paper will go on OK.
A few years ago we were looking at a home to buy, it had wallpaper throughout which was beautiful paper at one point but old and faded. The estimate to remove it was $2000. We had a houseful of paper here too, removed some and painted. Painted 0ver some and will remove and repaper the dining room one of these days, the 10' ceilings make it a double chore. That leaves the kitchen still papered, there is so much of it and the quality is excellent. I would leave it if it was a current color but since it's not, we're going to have to make a decision and tackle it after the holidays. When we had the ceilings redone I was surprised at the cost, the insurance paid for most of the rooms so we went ahead and had the living room done too....cost much more than I thought it would and they were already here working. I agree, there comes a point where you have to weigh the cost against your health. Any chance you live near a college? Maybe you could hire some students to remove the paper. Or, there are always ads in our mid-week paper for handymen - you might find someone who is experienced but no longer wants to work full-time.
