Not sure about painting but last year I removed layer upon layer of wallpaper from my sunporch. Found that my shark steamer the best for taking off the paper but I was left with a lot of glue on the walls. I think it was applied paste and was very sticky. I scrubbed the walls using strong solution of TSP and a sandpaper that looks like window screening (think it is called wet sandpaper) I put it in a sandpaper in a holder that you use for sanding drywall. Worked great. Hope that helps.

I have to fix the walls in my apartment (condo) and previous tenants applied wallpaper with lots of paste. This paste is real sticky and I don't want to spend the grueling time to remove the paste. Can I take the old wallpaper off and apply new wallpaper if I have to, instead of painting?
