I can't help with the stove, but can with the pasta. In a recent episode of "The Splendid Table" podcast, a well-known cook explained that it's not necessary to boil a huge amount of water, dump in pasta, boil it again, then drain it. He advise to just dump dry pasta into enough cold water to plump it up (not quarts), and bring them to a boil together. Test the pasta for however done you like it, and drain off the small amount of water remaining. Of course, I didn't believe that could possibly work, but I tried it, and it worked perfectly. In fact, the pasta did not have to be rinsed afterward, and it didn't stick together at all.
