No it should be too hot to touch.
I would open it up to see if any assembly has separated and venting the hot air to the inside for some reason.
Also if its electric, you may want to check the heating elements. I had one that shorted the elements and got pretty hot. THere are thermal cutouts to prevent excessive damage too, it might be possible that one has gone bad and the heat is supplied fulltime. Temperature should be regulated as needed to maintain a specific temperature. If its not regulated, the chamber could get too hot and melt synthetic clothing.
Either way the outside should never get too hot to touch.
As far as stacking...how are you going to reach the controls.... unless they are in the front of the unit, something is going to be too high to reach.

Is it ok/normal for the top-rear of the dryer to be so hot it burns to the touch? I really should not put anything on top, is that correct? I have a foil coiled flex tube for the duct leading outside to small vent. Is there any routine maintenance that should be done with those items. Have not had any repairs for 10 years. The machines are 14 years old.
Also, is there an issue re: stacking a full size dryer on top of full size front load washer? Really would like to rearrange current layout. It claims to be do-able per the manual.
