In Texas, homes typically have much of the ductwork in the attic. If this applies to the OP home, a visual inspection in the attic is easy to do and may reveal a problem. I located a duct that had come loose that way on a previous home.
Also, a good service guy will have a tiny instrument probe that can be inserted into the duct to check the air pressure, which can be used to infer problems in flow. They drill or punch a hole into the duct or plenum and insert the probe. After the probe is removed, they cover it with a patch of metal tape.
My current home had miserable air conditioner performance in our first summer living here. It was built with individual dampers behind each air register. I pulled all 14 registers in the house and discovered 7 dampers were either completely closed or severely restricted. The previous owner was elderly and may have had his son just close rooms off where he got cold in the summer. When I opened the registers, the AC performance was hugely improved, especially with humidity removal (important in Houston, tx). You can pull a register and see if there is a damper installed. It is about 10 inches behind the register.

If it's in the wall, the only ways I know are to open up the wall or hire someone with a camera. You could try closing all the vents except the ones you are concerned with, let the heater run for a bit and then see if there is a hot spot in the wall where the duct runs.
I saw "Holmes Inspection" last night and they had a similar situation with the heat not getting through, but what was happening there was the duct was being reduced so not enough air was getting through.
