I run newspaper through an old shredder to make papercrete. The new cross-cut ones generally won't handle newspaper. WalMart used to sell a little one that sits on top of a wastebasket, about $10-13? You can tear newpaper into little pieces about 1" but it's a lot of work depending on how much you are making.
Is there a specific reason you want to make rubber molds? There are several instant mold making materials available at craft stores, wonderful for small items. Also, you can make small molds from polymer clay - grease the original - press straight down into the clay, pull out. Easiest way to make permanent molds is to oven cure the polymer clay, then use talcum as a release.
